Would you want to eat here? A local restaurant has dining tables set up directly across the sidewalk from a skip filled with construction materials.

actually the narrowness of the sidewalk would be enough. i don't mind passive rubble so much as people passing up and down the table, eyeballing your paella.
I often see really nice sidewalk cafes in cities, especially Paris, loaded with people but by a huge street with traffic just roaring by, huge dump trucks screeching their brakes, heat, fumes, all of it pouring over the customers who have to yell to hear each other. I always try to find quiet streets myself. I guess the cafe in your photo just had to carry on and hope for business until the construction was done.
If the offer is to eat in Sevilla or to go hungry in Birmingham, I think I'd brave the concrete dust. Assuming there's a better place around the corner, I'm there right away!
