nah! skip lunch.
actually the narrowness of the sidewalk would be enough. i don't mind passive rubble so much as people passing up and down the table, eyeballing your paella.

I often see really nice sidewalk cafes in cities, especially Paris, loaded with people but by a huge street with traffic just roaring by, huge dump trucks screeching their brakes, heat, fumes, all of it pouring over the customers who have to yell to hear each other. I always try to find quiet streets myself. I guess the cafe in your photo just had to carry on and hope for business until the construction was done.

I would give pause to that dining experience!

No extra charge for the special seasoning? I am sure the restaurant is not thrilled by the location.

If the offer is to eat in Sevilla or to go hungry in Birmingham, I think I'd brave the concrete dust. Assuming there's a better place around the corner, I'm there right away!

Sidewalk cafe in Seville with a little dust, or public school cafeteria with 200 adolescents....hmmmmm, I'll need to think on that one ;-)

uhhh, in a word - NO!
