Today this site is dark in protest of the US Stop Online Piracy Act (SOPA) and PROTECT-IP (PIPA), which would restrict and censor Internet access. In just seven days, the Senate will vote on forever altering the free and open internet by instituting a new regime of extra-judicial, corporate-led website takedowns.

It would help to have a link to some more information about the act. My first reaction is that this is just another example of Americans thinking they own the internet (a more benign example is the internet-based "National Novel Writing Month" which seems to assume that if you are on the internet you must be American - or perhaps "National" means "International" really, just as people used to protest that "men" means "men and women" really).
